浅论我国耕地保护政策中的耕地总量动态平衡制度

耕地保护是我国基本国策,而耕地总量动态平衡制度是目前实现耕地保护目标的主要手段。本文分析了耕地总量动态平衡制度与可持续发展问题、公平与效率问题、社会、经济、生态效益问题以及增加农民收入问题的关系,认为耕地保护必须在完善农地权利体系基础上,走“质量、数量并重“的道路,尽快将保护耕地的重点从行政区为导向“耕地总量动态平衡”向基本农田为导向的“优质耕地、优质保护“转移。

Study on the Quantitive Dynamic Equilibrium System of Cultivated Land in China

The cultivated land protection is a basic national policy of our country, but now the quantitive dynamic equilibrium system of cultivated land is the main means to the target of cultivated land protection. In this papers, the author the analyzed the quantitive dynamic equilibrium system of cultivated land and the sustainable development problem, justice, the efficiency problem, the society bemefit, the economy bemefit, the ecosystem benefit problem and the increment farmer income problem, think that the emphases of the cultivated land protection must transfer from the quantitive dynamic equilibrium system of cultivated land to the system of " high-quality cultivated land, high-quality protection".
