学校体育设施资源共享机制研究

学校体育设施向社会开放,是缓解居民健身需求与社区体育设施资源匮乏这一矛盾的有效方式。但在实践中,由于缺乏资源共享机制的支撑,使学校受到了资金、管理、安全等方面的困扰。运用经济学的理论与方法,在探讨学校体育设施资源属性、资源共享本质以及资源利用的制度安排基础上,围绕资源共享各主体的权利、义务与利益,构建包含资源整合、成本补偿、税收减免与利益激励、安全保障与应急的学校体育设施资源共享机制,根据共享机制的内容要求,以法律法规、政策、管理办法等三个不同层面的制度形式,为共享机制提供保障,从而使学校体育设施资源配置达到最优化,并实现资源利用的高效率。

Research on the Resource Sharing Mechanism of the School Sports Facility

It＇s an effective way to solve the contradictions between citizen fitness needs and the lack of community sports resources that opening the school sports facility to community.However,schools have been troubled with funding,management and security problems due to lack of resource sharing mechanism support.On the basis of discussions about the attribution of school sports facility,the nature of resource sharing and system of resources arrangement to construct sharing mechanism of school sports facility which includes resource integration,cost reimbursement,tax breaks,interest stimulation,safety guarantee and lash-up surround the right,duty and interest with dominance of resource sharing through the use of economics theory and technique.Three different system forms about law and rule,polity and management method are brought forward according to the demand of sharing mechanism.This institution ensures the sharing mechanism and optimizes the scheme of school sports facilities resource to achieve high efficiency of resource utilization.
