中国的转移支付制度与地区公共服务均等化

政府间财政转移支付是实现地区公共服务均等化的重要制度保障,而公共服务均等化是转移支付制度的目标.根据国际上通行的转移支付方式和我国转移支付制度的运行效果,当前,我们应弱化、取消非规范性、非均等化的转移支付形式,扩大一般性转移支付规模,建立一般性转移支付和专项转移支付相结合的转移支付制度.
