嘉兴市扩大有效投资的路径与对策研究

从宏观和微观两个方面科学地界定了有效投资的内涵,明晰了有效投资的标准,分析了嘉兴市有效投资存在投资强度偏强、投资效率偏低、投资结构欠优等问题,并有针对性地提出了扩大有效投资的对策。一是拓展投资来源：着力引进外商投资,积极引入央企投资,鼓励浙商（回归）投资,撬动本地投资,活用财政金融投资;二是合理投资：合理选择投资领域、投资主体和投资方式;三是严格投资过程管控：完善项目前期决策,严格项目过程管理,强化项目责任追究;四是确保有效投资落地：优化投资环境,加强要素保障,创新财政支持,强化金融支撑。

Research on the Paths and Countermeasures for Jiaxing＇s Expanding Effective Investment

From both macroscopic and microscopic aspects,this paper gives a scientific definition of the connotation of effective investment,clarifies the standard for effective investment,and analyzes the problems of Jiaxing＇s effective investment,such as strong investment intensity,low investment efficiency,and imperfect investment structure.Accordingly,it puts forward countermeasures to expand effective investment.The first is to expand the source of investment：focusing on the introduction of foreign investment and state-owned enterprises investment,encouraging Zhejiang merchants（regression）investment,leveraging local investment,and using financial investment flexibly.The second is reasonable investment：having reasonable choices of investment area,investment subject and investment mode.The third is strict investment process control：improving the early-period decision-making of the project,tightening the project process management,and strengthening the project responsibility investigation.The fourth is to ensure the landing of effective investment：optimizing the investment environment,strengthening the guarantee of elements,innovating the fiscal support,and intensifying the financial aid.
