“大保障”理念下的失地农民保障制度研究

失地农民保障制度是保障失地农民权益的制度安排,是实现失地农民可持续生计的重要途径。长安区的调查发现,失地农民保障制度的供需矛盾,即短期安置与长期生计、安置模式单一与多种生计资源的矛盾。这些矛盾的调节需要在＂大保障＂理念的指导下构建科学的失地农民保障制度,通过制度构建可以实现失地农民的可持续生计。

The Primary Exploration on the landless Peasants Security System under the Concept of Great Security

The security system is to protect the landless peasants rights and interests of institutional arrangements, and to achieve sustainable livelihoods for landless peasants important way. The survey found that Farmers Chang＇an security system supply and demand, that is, short-term and long-term resettlement livelihood, resettlement mode and a variety of living resources in a single conflict. The regulation of these contradictions need to ＂ Great view of professional security ＂ concept built under the guidance of scientific concept of Farmers protection system ,which can be achieved through institutional building sustainable livelihoods for landless peasants.
