基于生态伦理的企业绿色技术创新外部机制的构建

本文在阐述了美国、日本、欧洲的处理污染的技术途径的基础上,认为目前中国处理污染的绿色技术创新机制主要从政府角度、企业角度和科研机构角度进行的,但存在着可能导致新形式的技术决定论和只停留在制度层面而忽视了哲学、道德层面的缺陷,提出以生态伦理为基础,从政府、消费者、科研机构的角度来构建企业外部的绿色技术创新机制,实行政府对技术创新的生态管理机制、建立绿色生态消费机制和建立科研机构生态管理机制。

Establishment of the External Mechanism for Green Technology Innovation in Company Based on the Eco-ethic Mechanism

In this paper,on the basis of elaborating the technical means to deal with pollutiont in the United States, Japan,Europe,we consider the present mechanism of green technology processing pollution in China mainly carries out on the angle of government, enterprise,scientific research institutions. However, it have two defects that it is likely to lead to new forms of technological determinism and it only remains in the system level while neglects the philosophy,moral level. We should base on the eco-ethic,building the external green technological innovation mechanism of company in the perspective of the government.consumers.scientific research institutions,implementing the mechanism of government ecological management on technological innovation,establishing a mechanism for green consumption and a mechanisms for ecological management on scientific research institutions.
