| 摘 要： | 我国新疆与上合组织成员国中的俄、哈、吉、塔4国接壤,是我国向西开放的桥头堡,构建上合组织框架下中国（新疆）与各经济体的经济合作机制,对于实现新疆与各经济体的共同发展具有重大的现实意义。文章首先分析了该合作机制构建面临的现实困难,进而尝试构建了适合中国（新疆）和各经济体实现共同发展的经济合作机制,并提出了相应保障措施。

| Abstract: | China is bordered with Russia,Kazakhstan,Kyrgyzstan and Tajikistan of the Shanghai Cooperation Organization member,is the bridgehead of China's west and opening up.It is very important to build the cooperation mechanisms between China and other country within the framework of the Shanghai Cooperation Organization.This paper analyzes the difficulty to build cooperative mechanisms,and builds the appropriate mechanisms of cooperation,and makes some measures to hopes it can play a role in promoting development. |
