| 摘 要： | 文章指出,现行的财税制度和政绩考核制度促使地方政府之间为了实现地区财税收入最大化和个人政绩最大化而竞争。为了吸引工业资本的进入,地方政府采取了低地租引资的方式,同时抬高商住用地的价格,从而形成了土地价格的＂二元＂化。这样,一方面阻碍了产业的梯度转移,延缓了东部比较优势的动态转化;另一方面,推动了畸高的房价,加剧了产业风险。文章呼吁改革政绩考核制度、完善财政税收体制和推进土地资源的市场化改革,以更好地引导产业发展。
