| 摘 要： | 农村宅基地制度是具有社会主义特色的农民住房保障制度,但现在,它对于奔小康的农民已经造成诸多困境,应该改革。在现有法律规制下,应该加快农村宅基地土地整理、置换和流转,腾出土地,换得资金,修建农村保障性住房。适当优化并推广土地流转是一个可选之策。
