日本长期护理保险的政策设计、基本特征及发展走向

在人口老龄化日趋严峻、长期护理保障政策准备严重不足的双重压力下,如何应对持续增长的老年长期护理需求将给我国社会保障体系带来重要挑战。历经十余年的发展,日本成功构筑起社会化的长期护理保险体系。为此,分析日本创设长期护理保险政策的背景与成因,为我国长期护理保障政策的构建提供了有益的经验借鉴。

Policy Design,Basic Features and Future Orientation of the Long-Term Care Insurance in Japan

How to deal with the growing demand of long-term care of the elderly have an important challenge for China＇s social security system, under the dual pressures of the aging of the population being worsening and the severe shortage of long-term care protection policy. Through more than ten years,Japan have established a successful social long-term care insurance system. Aiming to provide useful experiences for policy design of long-term care protection in China,this paper analyzes the background and causes of the creation of long-term care insurance policy, and conducts a comprehensive inspection of the future orientation of the policy.
