高标准基本农田建设面临困境与对策初探

高标准基本农田建设中面临主要困境有：权属调整阻力大;建设资金分散,难以形成合力;农田基础设施维护机制的缺失;公众参与机制不够健全。推进高标准基本农田建设的五点对策建议：（1）尽快制定各省的高标准基本农田建设标准与规划设计技术规范;（2）积极探索高标准基本农田建设中的产权调整机制或耕地流转机制;（3）创新土地整治机制,凝聚高标准农田建设合力;（4）完善高标准基本农田建设公众参与机制;（5）创新农田基础设施维护机制。

Discussion on the Countermeasures aimed at Dealing with Difficulties concerning High-level Development of Basic Farmland

This paper focuses on the difficulties involved in the high-level development of basic farmland. These include： there are big roadblocks standing in the way of ownership adjustment; the funds for construction are too scattered to form a joint force; there is no enough mechanism for the maintenance of farmland infrastructure; and public participation mechanism is poor. On account of this, this paper points out that we should work out provincial standards for high-level development of basic farmland and planning and design technical specification as soon as possible. Property adjustment mechanism and transfer mechanism of cultivated land should be actively explored. Furthermore,we should bring forth new ideas in land management mechanism and condense the joint effort, improve public participation mechanism and facilities maintenance mechanism.
