| 摘 要： | 新型农村合作医疗，掀开了中国农村医疗保障崭新的一页。我们通过调研发现建立新型农村合作医疗制度还面临一些困局，政府应从组织、管理、资金、技术、服务上，加强农村医疗保障制度建设，进一步完善政策设计，使新型农村合作医疗制度真正成为当前解决“三农”问题的重要环节，为建设社会主义新农村构建良好的制度平台，为农民创造更多的福祉。
