| 摘 要： | 以聊城位山灌区引黄济津应急调水为例，研究了位山灌区应急调水的成功实践及其负面影响。研究表明，制定跨流域调水管理的专门法规、建立应急调水经济补偿制度和建立水权市场，对稳定调水区水权和减少负面影响是必要的，并结合实际提出加强应急调水工程水权稳定性的相关建议。

| Abstract: | Taking the urgent water transfer of Yellow River from Weishan to Tianjin city as a case study,and according to analysis of the successful practices and its reverse sides,the author explains the necessity to maintain the stability of water right in the urgent water transfer.Based on the engineering situations,some policies and suggestions are put forward to enhance the stability of water right and to raise the efficiency of property right. |
