议建立健全“创先争优”活动长效机制

创建先进党组织长效机制,必须用发展和实践的观点,从内在激励和外在约束2个方面,建立一套保持先进性的长效机制。建立起规范性及针对性较强的制度体系,求真务实,紧密结合党支部实际,促进和保障"创先争优"活动长期扎实开展,取得实效,以"创先争优""五个好""五带头"为标准,量化党建考核内容,把党建工作考评纳入年度工作考核,形成自下而上党员群众评议、自上而下领导干部点评的"创先争优""双向评价考核"机制。善于发现典型,培养典型,充分发挥先进典型的示范引领作用。建立激励机制,引领价值取向。

To Establish and Develop Long-Effective Strive for the Best Activities Mechanism

To establish advanced long-effective mechanism of Party organization,we must hold developing and practical ideas to establish a set of long-effective mechanism with progressiveness,in two aspects,internal incentives and external restricts. And regulated system with clear focuses should be built.In addition,we should stay realistic and pragmatic,promote and ensure the promotion of "Strive for the Best" activities for long term based on the practice of Party branch,achieve results, take "Strive for the Best","Five Goodness","Five Leadings" as standards,quantize the assessment contents of Party construction,combine the assessment into annual work assessment to form "Strive for the Best" and "Two-way Assessment and Appraisal" mechanism that assesses and discusses about Party members and leaders from the bottom to the top,and be good at finding out,fostering typical examples and giving full to its role.Moreover,incentive mechanism and value orientation should be established.
