社会保障基金运行机制研究综述

随着经济的发展和人口老龄化问题的加剧,我国必须加快建立和完善社会保障基金运行机制,以面对即将到来的社会保障压力。通过对国内社会保障基金运行机制筹集、投资及监管三方面的研究显示:我国社保基金运行机制存在很多问题,投资产品较为单一,投资收益相对较低,且存在很高的系统性风险,这严重制约了我国投资高效运行。我国应加快增强社保基金的投资范围和力度,改善投资环境,加快完善社保基金运营法律及监管体系,从而以实现多元化的投资,促进我国社会保障基金运行机制又好又快的发展。

Review of Researches on Operating Mechanism of Social Security Fund

With the upcoming social security pressure brought about by economic development and aggravating aging population, China must speed up the establishment and improvement of the operating mechanism of social security fund. Current mechanism is studied from aspects of raising, investment and supervision of the fund. The study concludes that there are many problems in terms of single investment product, low investment returns, and high systematic risks, severely restricting the highly efficient operation of domestic investment. China should accelerate to enhance the investment of social security fund, improve investment environment, and further the legal and supervision systems, so as to facilitate the development of the mechanism with diversified investments.
