英国Libor 丑闻的实质及中国金融改革开放 的适应之策

正在披露的Libor操纵丑闻本质上是美英金融业的市场机制失灵与其政府监管部门的政府失灵的共同产物,更是美英为了维护其全球金融霸权的必然结果。有鉴于Libor的教训,我国需要进一步加快上海国际金融中心建设,使其成为全球人民币金融中心;完善金融业的监管体制,尤其强化对外资银行业的监管;确保Shibor权威公正性,使其成为全球人民币金融产品定价的标杆利率。

Libor Scandal: Its Real Causes and Implications for China's Financial Reform and Openning

The real causes that produced the Libor scandal lie in the core of US and UK financial system.The Libor scandal has resulted both from market failure and from government failure.Furthermore,the root of Libor scandal is that U.K.and U.S.haven’t taken on the supervisory duty of Libor in order not to damage their financial supreme hegemony.China should take serious responses in order to protect its financial interests.First of all,Chinese government should further the process of internationalization of Shanghai financial center,and make Shanghai become the main and leading Renminbi capital and money markets in the world.Second,the government should think seriously before it furthers its financial reform,and make a stronger regulation and supervision for foreign financial institutions that have business in China,which would control risks from foreign shock and protect Chinese financial security from damages from the foreign financial institutions.Lastly,China should make a good supervision for Shibor,the Shanghai Inter-bank Offered Rate.
