| 摘 要： | 文章分析了产权改革论和市场竞争论的改革思路和不足之处。提出 :国有独资商业银行改革应从产权制度和外部市场环境改革同时推进 ,不可偏废 ,但不同时期应突出重点。目前的改革重点应是先明晰产权 ,然后再建设外部市场 ,逐步达到两者协调并进。
