| 摘 要： | 基本公共服务均等化对我国经济社会可持续发展与和谐发展具有重要意义。我国公共服务失衡的原因在于政府职能转变不到位、公共服务理念不强、各级政府之间公共服务职责划分不清、财权和事权不对称等。应加快推进政府改革,优化政府职能,充分发挥政府在基本公共服务均等化过程中的主导作用。 |
