| 摘 要： | 运用随机前沿生产函数模型,根据2008年数据,对中国大陆273个地级及以上城市政府的公共支出效率进行测算,并对影响因素进行分析。研究表明:城市政府公共支出效率总体上不是很高,辖区面积、城市富裕程度是效率提高的不利因素,辖区人口、财政分权、城市领导者能力是效率提高的有利因素,区位条件对效率的影响不显著。城市公共支出效率呈现出层次性特征,直辖市、省会城市、副省级城市以及各省的主要中心城市效率较高,大多数地级城市效率较低。 |

| Abstract: | A stochastic frontier production function model is established to measure technical efficiency of urban public expenditure and to analyze the factors,based on data of and above 273 prefectural cities in China's in 2008.The results show that the efficiency overall is not high.City area and wealth are negative factors,while population,fiscal decentralization,and ability of city leaders are favorable factors.City's location has no significant effect on the efficiency.The efficiency of urban public expenditure shows hierarchy.The efficiency of municipalities,capital cities,sub-provincial cities and major cities in the provinces are high,and the efficiency of most prefectural level cities are lower. |
