浙江省海关特殊监管区域进出口发展的差距及对策探讨

海关特殊监管区域是我国为了推进加工贸易转型升级和提高贸易便利化水平而设立的特殊功能区。通过对中国保税区出口加工区协会关于两区进出口数据的分析,我们发现:浙江省作为一个外贸大省,海关特殊监管区域的进出口规模偏小,其主要原因:一是海关特殊监管区域的数量偏小;二是现有的海关特殊监管区域个体发展水平,虽然也有名列全国前列的,但与领先的个体相比,差距仍然较大。为此,我们建议:要建设浙江省港航强省和推进外贸大省向外贸强省转变,必须高度重视发展海关特殊监管区域;在当前的形势下,浙江省海关特殊监管区域的发展既要数量上的突破,更要质量上的提升,即加速整合现有的海关特殊监管区域,做好承接中国(上海)自由贸易区试点推广的准备。

Special customs supervision is special functional areas in order to promote the transformation and upgrading of processing trade and enhance trade facilitation. Through the analysis of import and export data of two areas, We found that： Zhejiang province as a big foreign trade, the scale of import and export in special customs supervision is small.There are two main reasons. First of all , the number of special customs supervision are too few. Secondly,some current special customs supervision of Zhejiang province are ranked the forefront,but compared with the leading individual, the gap is still large. Therefore, we recommend that we must attach great importance to the development of special customs supervision in order to build incoming province of Zhejiang Province and the province＇s foreign trade. In the current situation, the development of special customs supervision of Zhejiang Province is necessary to break through on the quantity, but also to enhance the quality, that is to say, we must integrate the current special customs supervision rapidly to preparate for undertaking Shanghai FTA Pilot promotion.
