深圳建立环境污染损害鉴定评估管理制度研究及建议

当前环境污染事件进入频发期,环境污染损害问题日益增多。环境污染损害鉴定评估赔偿难题将成为导致社会群体性事件和影响政府公信力的重要因素。党的十八大和十八届三中全会提出"实行最严格的损害赔偿制度、责任追究制度",对其进行系统研究和推进制度建设十分迫切。本文通过对国内外发展情况,国家试点城市重庆、昆明环境污染损害鉴定评估的剖析,分析目前我市在此领域面临的主要问题,提出推进环境污染损害鉴定评估制度建设的相关建议。

Based on the development of environmental damage assessment at home and abroad, analyzes the Chongqing Kunming pilot city, analysis of the current city development of facing the pollution damage to the environment appraisal work problems, put forward the related suggestion system construction.
