| 摘 要： | 黑龙江省城市化平均水平虽较高,但城市化质量却很低,在发展进程中受到产业发展速度慢、水平低、城镇规模小以及制度改革滞后、资金短缺等因素的制约。黑龙江省应从城镇体系培养,吸引人才,深化制度改革,拓宽筹资渠道,推动产业发展及发挥资源优势等方面采取措施推进城市化进程。

| Abstract: | The average level of Heilongjiang's urbanization is higher,but the urbanization quality is very low.The course of urbanization in Heilongjiang Province is restricted by the slow large-sealed industrial development as well as the factors such as system reform hysteresis and fund shortage.Heilongjiang should take countermeasures such as urban system development,attracting talent,deepening system reform,widening fund channel,promoting industrial develop- ment and developing resource advantage etc.to promote urbanism process. |
