警惕反补贴——我国对外贸易的下一个杀手

针对我国出口产品日益严峻的反补贴形势,我国政府、行业、企业应当充分履行各自职责,积极研究《SCM协议》以及美、加、欧等国的反补贴措施,积极应对反补贴指控。同时,以此为契机,转变政府职能,认真、科学审视各级政府特别是地方政府所采取的各项优惠措施,逐步取消禁止性补贴,灵活设定可申诉补贴、充分采用不可申诉补贴。在对外开放的市场经济条件下,我国要适时拿起反补贴的武器保护我国国内产业,加强对国外补贴产品进口的监控,审慎实施反补贴措施。

Countervailing Measures:the Next Killer of China's Foreign Trade

Facing the increasingly strict trend of the countervailing measures imposed on products exported from China,the Chinese government,industrial association and enterprise must fulfi ll best each of their responsibilities,study the ASCM and the countervailing measures taken by countries like US,Canada,EU,and adopt an positive view towards those accusation. Meanwhile,the Chinese government shall seize the opportunity to shift its function,survey all sorts of preferential measures performed by the local,trying to cancel the prohibited subsidies step by step,enact the actionable subsidies wisely,and introduce the non-actionable subsidies to the utmost. The domestic industry should take up the weapon of countervailing measures timely to protect themselves,and enhance the monitoring of the subsidized imports as well.
