摘    要:分析河南省国有大型煤炭企业人力资源管理(HRM)现状,提出人力资源管理改革的建议:建立"储""用"相结合的用人机制,构建以市场价值为参照的薪酬体系,建立以煤炭远景规划为目标的人才潜能开发计划,实行动态考核机制.目的是从根本上体现重视人才、使用人才、留住人才,遏制"格雷欣法则",改变长期困扰在煤炭行业中人才短缺问题,使河南省国有大型煤炭企业在新一轮高速发展中有充足的人才储备.

Abstract:By analyzing the Management of Human Resources in large-sized state-owned coal enterprises,this thesis puts forward a proposal in HRM reforming,which recommends a personnel system incorporated the ideas of keeping and making good use of talents.And then it further suggests a wage system consulted the market price of the talents,and a tapping potentials project aiming at realizing the long-rang plan of the coal enterprise,so as to apply a dynamic assessment.Therefore,the ideas of valuing,keeping and making good use of talents can be wholly embodied.At the same time,the "Gresham's Law" can be avoided and the shortage of talents,which puzzled the coal enterprises for long time,can be made up.Having enough talented people,the large-sized state-owned coal enterprises in Henan welcome a rapid development.
