| 摘 要： | 耕地总量动态平衡是耕地数量和质量两个方面的动态平衡，是实现区域经济社会可持续发展的基础，黑龙江省阿城市为确保耕地总量动态平衡，应采取的主要对策和措施有：加强领导，落实制度，启动示范区，科学规划，严格把关，开源节流齐抓。

| Abstract: | Regional sustainable development of economy and society is based on dynamic equilibrium of overall cultivated land.To ensure dynamic equilibrium of overall cultivated land,the city of A ,cheng of Heilongjiang Province must take such countermeasures as implementing the policy,starting typical zone,making scientific plan,and taping new resources and economizing expense at the same tine. |
