| 摘 要： | 食盐专营是为了确保市场上销售的食盐都是合格的碘盐。由于在食盐销售环节产生高额的垄断利润，导致了食盐走私行为的发生。文章通过建立“私盐”行为与其监管的博弈模型，分析了“私盐”现象产生的原因以及食盐的走私与监管之间的关系。文章认为，食盐专营制度无法消除“私盐”行为发生，并且专营的程度越高，“私盐”就越泛滥。文章从改革食盐专营制度、加大对走私行为的惩罚、加强对偏远地区的监管等方面提出对策建议。
