| 摘 要： | 城乡规划听证制度在我国仍属新生事物，存在规划听证制度立法体系不健全、实际功效发挥不足、对规划听证的消极作用缺乏必要认识等问题，据此，可通过完善立法体系、引入辩护规划制度、健全听证救济制度等举措来进一步完善我国城乡规划听证制度。

| Abstract: | New City and countryside Planning Law integrates the city and countryside the hearing system into legislation,but it is still new to us,problems exist in imperfect system,deficiency in performance,lack of cognition in negative effect and so on.The paper proposes to perfect system,introduce defense planning system,perfect hearing relief system to improve urban and rural planning hearing system. |
