| 摘 要： | 盘活科技资源、释放科技优势,是高新区生存和发展的前提。西安高新区围绕科技创新体系建设统筹科技资源,打造服务型政府加速统筹科技资源,培育市场服务体系助推统筹科技资源,培育产业集群深化统筹科技资源。通过科技资源统筹的路径发挥政策引导作用,发挥市场配置资源的基础性作用,构建以企业为主体、产学研结合为纽带、多种服务网络平台为支撑的科技创新体系。

| Abstract: | Making an inventory of technology resources and releasing technological advantages is a pre-requisite for survival and development for National High-tech Zone.XHTZ co-ordinates deeply the technology resource by building technology innovation system and service-oriented government,and further developing the market service system and industry cluster.XHTZ build the technology innovation system based on enterprises as the main,combination as a link and supporting multi-service network platform which play a basic role in policy guidance and allocation of resources to market by coordinating technological resources. |
