| 摘 要： | 产业集群是我国区域经济和县城中小企业发展的重要载体。对山东TZ市机械制造业生产力促进中心案例的分析表明,中小企业产业集群存在着产业集群快速发展与低水平技术锁定、低端价值并存的事实和趋势,容易陷入企业创新失灵与集群创新市场失灵的内在困境。公平创新服务平台的设立,应明确政府和市场的行为边界,建立和健全公共创新服务平台的管理运行体系与机制。

| Abstract: | Industrial clusters are important supportor for Chinese regional economic development and SMEs' development.After analyzing the example of Productivity Promotion Center of Machinery Manufacturing Industry in TZ city of Shandong province,it shows that there are some problems of SMEs' clusters.For example,the fast development of cluster are coexist with low technologies and values,which are easy to make enterprises' innovation to be failure.Base on these ,we put forword that to establish the public innovation... |
