| 摘 要： | 粮食安全主要体现在稳定的生产能力、合理的粮食品种结构、较高的粮食自给率和健康的食物消费模式等方面。粮食安全风险来源主要有三:一是频发的自然灾害加大粮食生产波动,二是趋少的自然资源加大粮食增产难度,三是难料的粮食价格加大粮食市场风险。本文针对粮食安全目标及其风险提出了保障国家粮食安全目标的战略对策。
