大气治理模式创新初探

伴随着工业化、城镇化的深入推进,空气污染已成为人民群众身体健康的"心肺之患"。文章从我国大气治理模式的演进历程出发,对现有治理模式存在的问题进行理论阐释,并结合利益相关者理论,对政府主导型治理模式进行改进和深化,提出构建政府主导—利益相关者共同参与的合作式治理模式,并从运行机制、保障机制和制约机制等方面对该模式的实现机制进行初步探讨。

A Study on the Innovation of Atmosphere Governance Model

Along with the deepening of industrialization and urbanization, air pollution has become the ＂the risk of cardio＂ of people. In the beginning, this paper analyzes the evolution of atmospheric governance mode in China, and explains the current problems of present government regulation governance. Then, based on stakeholder theory, this paper puts forward to building a cooperative governance model of the government leading and stakeholder participation. Finally, carded on the preliminary discussion from the running mechanism, security mechanism and restriction mechanism of the mode of implementation mechanism.
