可再生能源开发面临障碍及应对策略研究

通过横向和纵向比较分析,展示美国马萨诸塞州风能发展的现状和制约因素。在详细介绍马萨诸塞州风能发展政策演进历程基础之上,指出阻碍风能选址法案通过的主要障碍,公众的担忧与反对、地方自治权利被破坏的争论。进而,作者提出加速简化风能许可立法、改变公众对风能发展态度和明确地方自治权利范畴认知等促进美国马萨诸塞州风能发展的对策建议。最近几年我国频发重大能源项目因公众反对而被紧急叫停事件,究其原因,是缺乏足够的前期沟通。马萨诸塞州案例研究的价值对我国清洁能源发展的政策工具选择提供经验借鉴。

On the Obstructions and Coping Strategies of Renewable Energy Power Development

Through the comparative analysis of horizontal and vertical, present the current status and restriction factors of wind energy development in the United States of America Massachusetts. On the basis of introduction of the wind energy development policy evolution in the Massachusetts, point out that the main obstacles in the wind siting bill, pubilc pressure, home rule litigation, then, the author put forward a simplified wind licensing legislation, reframe the public discussion of wind development in Massachusetts, and address the provisions do not necessarily violate home rule. In recent years, China＇s major energy projects due to public opposition have been called an emergency stop. The main reason is lack of communication enough. The value of the case provides experience for reference on the development of clean energy in China＇s policy tools.
