| 摘 要： | 针对我国县乡财政的资金紧缺情况,我们从构建制度框架分析入手,提出了一系列的政策建议：(1)明确县乡财政的职能,在此基础上合理划分事权;(2)创建一种能正确反映辖区居民对公共品偏好的机制;(3)当某些辖区的经济发展水平落后,基本公共产品都无法正常提供时,上级财政应该从公平的角度出发,建立科学透明的转移支付制度。

| Abstract: | Aimed at financial capital shortage in public finance of country, this essay puts forward a series of countermeasures: the first is to make the function of public finance of county clear; The second is to set up a series of mechanisms which reflects correctly the preference for public products; the third is to establish a transferring and payment system fairly and scientifically. |
