湖南省土地利用总体规划中的问题分析及对策研究

湖南省上轮土地利用总体规划取得了一定的成效,但在耕地保护、土地集约利用、区域统筹、生态环境以及规划管理中还存在一些问题,对此,提出了加强耕地与基本农田保护、促进城乡建设用地结构优化、推进土地节约集约利用、强化区域土地利用调控、协调土地利用与生态环境建设以及完善规划实施体制机制等措施.

Problems in Land Utilization Planning of Hunan Province and Countermeasures

Although the last land utilization overall planning has obtained certain achievements in Hunan Province, there are some problems in farmland protection, intensive use of land, overall regional planning, ecological environment, and management of planning. This paper proposes such measures as enhancing the protection of cultivated land and the basic farmland, promoting the optimization of city and countryside construction land structure, advancing intensive use of land, strengthening the regional land utilization regulation, coordinating land utilization and the ecological environment construction as well as consummating the implementation system of planning.
