| 摘 要： | 按照中央提出的“统筹区域发展”方针，采用灵活实用的合作机制，充分发挥各地的优势和特色，在知识产权产业创新领域加强合作。遵照合作协调、优势互补、诚实守信、互利互惠、明晰知识产权权属、市场化原则，排除影响区域知识产权产业创新合作的因素，强化区域知识产权产业创新合作机制的建设，有针对性地制定和完善知识产权产业创新的区域性法规和行政规章，建立和完善区域知识产权产业创新合作的运行机制，适应区域知识产权产业创新需要实现联合执法。 |
