政府采购国际趋势与我国立法之完善

GPA的发展及其成员的增多,我国加入GPA已成为定势,而我国政府采购法律体系目前还很不完善,地方立法与国家立法之间尚有不相容合之处.文章在论述有关问题的基础上,对我国政府采购制度的完善,从消除地区封锁与垄断、扶持中小企业及发展高新技术企业等方面提出了意见.

On International Trend of Government Procurement and Improvement of China's Legislation Concerned

With the development of the Agreement on Government Procurement and the increase of its members,China's access to GPA is to be realized soon.However,China's legal system of Government Procurement has not yet been much improved on account of the inconsistencies between the local and national legislations.The paper,on the basis of discussing the relevant issues,puts forward three suggestions such as eliminating regional blocks and monopoly,supporting medium and small enterprises,and developing high-tech enterprises,so as to improve China's Government Procurement system.
