我国高校智库人才管理中的问题与对策

摘    要:目的/意义 高校智库凭借独有的学科和人才优势,已发展成为我国智库不可或缺的重要力量。抓好高校智库人才队伍建设,提升智库人才管理水平,是加强中国特色新型高校智库建设的核心任务。方法/过程 深入探讨了高校智库的特征与目标任务,客观分析了我国高校智库人才管理存在的问题,运用案例介绍了发达国家顶尖高校智库的人才管理经验。结果/结论 建议从促进人才发展的制度机制着手,改革现有人才引进机制、培养机制、交流机制、评价机制和发展机制,为高校智库人才的成长和发展创造良好的制度环境和职业通道,推动中国特色新型高校高端智库建设。

Problems and Countermeasures in the Management of Talent in the Think Tanks of Chinese Universities

Abstract:Purpose/Significance With unique discipline and talent advantages, university think tanks have played an indispensable role in China's think-tank development.It's an important and urgent task to strengthen construction of talents and improving talents management.Method/Process Based on the experience of talent management of top think tanks in developed countries, this paper discusses the characteristics and tasks of university think tanks, and then analyzes the problems related to the talent management of university think tanks in china.Result/Conclusion Finally, this paper suggests that we should first improve the institutional mechanism for talent development. In order to create a favorable institutional environment and career channel for the growth of talents in university think tanks, we should reform the existing talent introduction mechanism, training mechanism, exchange mechanism, evaluation mechanism and development mechanism. The measures will promote the construction of high-end think tanks with Chinese characteristics.
