四川深度贫困民族地区脱贫攻坚与乡村振兴有机衔接研究

目的/意义在梳理四川深度贫困民族地区贫困范围广、贫困人数多、致贫因素复杂、贫困程度深等特征的基础上，为精准脱贫攻坚和乡村振兴战略有机衔接的研究提供新的思路。方法/过程在分析脱贫攻坚和乡村振兴战略之间的逻辑关联基础上，提出了“脱贫攻坚是乡村振兴战略的前提、乡村振兴为精准扶贫提供长效内生动力、脱贫攻坚与乡村振兴战略有共同的价值追求”三个观点。结果/结论新时代背景下，在深刻理解两者的关系和明确思路的基础上，从建立政策衔接运行机制、健全政策衔接保障机制、建立政策衔接考核机制等三个方面进行探讨，从而提高精准脱贫攻坚和乡村振兴战略的执行效率和有机衔接的效果。

A Study on the Organic Linkage between Poverty Alleviation and Vitalizing Rural Areas in the Deep Poverty-stricken Minority Areas of Sichuan

Objective/SignificanceOn the basis of analyzing the characteristics of poverty-stricken areas, large number of poverty-stricken people, complex poverty-prone factors and extreme poverty in minority areas of Sichuan, this paper tries to provide new ideas for the study of integrating precision poverty alleviation and rural revitalization strategies.Method/ProcessAfter analyzing the logical connection between poverty alleviation and rural revitalization strategies, it puts forward three viewpoints: poverty alleviation is the premise of rural revitalization strategies; rural revitalization is a supplement to poverty alleviation strategies; and poverty reduction and rural revitalization strategies have common value pursuit.Result/ConclusionIn the new era, on the basis of a deep understanding of the relationship between the two and clear thinking, this paper proposes three suggestions: establishing a policy linkage operation mechanism, improving the policy linkage guarantee mechanism, and establishing a policy convergence assessment mechanism, so as to improve the efficiency of execution and the effectiveness of organic linkage of precision poverty alleviation and rural revitalization strategies.
