中国烟草产业制度变革:专卖放松与产权改革并重

我国烟草业国家垄断控制、政企合一的制度安排面临诸多困境:专卖合理性不断受到冲击;烟草业大而不强、国际竞争力极弱;制度运行成本高、社会福利受损以及国家形象受影响等,烟草业制度变革很迫切。为此,我国烟草业应渐进放松专卖制度、消除全国统一开放市场所建立的和产业有效集中的财税体制障碍,逐步建立多元化产权制度,以特许经营替代专卖管理。
