中国金融改革中的创新:特征分析与政策建议

与西方成熟市场经济国家相比,我国金融改革过程中的创新活动更多的表现为政府主导下的金融制度的创新,而不是微观经济主体推动的市场创新活动.在加入世界贸易组织之后,我国金融机构面临的国际金融机构竞争的压力加大,而且与国际金融体系和金融制度接轨已经成为一种巨大的政治压力.在这种情况下,如何按照我国金融改革的既有逻辑推动金融制度创新活动和金融制度的变迁,在利用市场型的创新活动提高金融资源配置效率和防范金融风险之间取得较好的权衡,就具有十分重要的意义.

Innovation to Be Accomplished in China's Financial Reform

Compared to the innovative activities in the financial reform in western countries under the developed market economy system, ours are more government-dominated than promoted by macro-economy as the main player. With the accession to the WTO, China is now faced with increasing challenges of the competition among international finance institutions, and it has become a great political pressure to joint our financial institutions with the international ones. In such a case, it would be of great importance how to gain a better balance between the innovative activity promotion in terms of our accomplished logic, and the enhancement of the efficiency of our financial resources allocation and the prevention of financial crisis by means of market-oriented innovative activities.
