青海省发展现代水利的机遇、问题及对策

水利是现代农业建设不可或缺的首要条件,是经济社会发展不可替代的基础支撑,现代农业要求有现代化的水利作为支撑,而现代化的水利基础设施必将成为发展现代农业的有力保障。从国家及地方政策的出台,青海省高原特色农业发展,计算机技术及物联网技术的成熟以及青海省灌区劳动力的不足等方面分析了青海省发展现代水利面临的机遇;从财政资金、科技推广、区域发展以及灌区基础设施建设等方面分析发展现代水利面临的问题;提出围绕现代农业和生态立省、完善科技推广体系、创建示范园区、完善政策和组织等措施发展现代水利。

Opportunities, problems and countermeasures of modern water development in Qinghai Province

Water conservancy is the indispensable prerequisite for the modern agriculture and also the irreplaceable foundation for the economic and social development. Modern agriculture requires the modernization of water conservancy for support, while the modernization of water conservancy infrastructure will become a powerful gurantee for the development of modern agriculture.The development opportunities of the development of modern water conservancy in Qinghai Province are analyzed from the viewpoints of the government and local policies, technological advances of computer technology and internet of things, special plateau agriculture and shortage of rural labor force in Qinghai Provinace. The existing problems are investigated based on the financial fund, technological propagation, regional development and construction of irrigation facilities. Finally, some countermeasures for the development of modern water conservancy are proposed, that is, focus on modern agriculture and ecology, enhancement of science and technology extension system, creation of demonstration park and improvement of policies and organization.
