“双螺旋结构”国防科技协同创新系统分析

摘    要:国防科技协同创新是国家重要的战略部署,如何更有效开展国防科技协同创新是学界研究热点。基于生物学视角对国防科技协同创新的体系构成进行深入研究,构建国防科技协同创新双螺旋结构。分析技术进步链和应用创新链两条主链和资金设备、科学技术、国防知识产权、科技人才四碱基进行分析,发现国防科技协同创新演化机制是非线性复合过程,最后提出建立合作机制、设立创新平台、健全国防知识产权制度和构建人才培养体系的对策与建议。

Analysis of "Double Helix Structure" National Defense Science and Technology Collaborative Innovation System
Abstract:Collaborative innovation of national defense science and technology is an important national strategic deployment. Based on the biological perspective, this paper makes an in-depth study on the system composition of national defense science and technology collaborative innovation, and constructs the double-helix structure of national defense science and technology collaborative innovation. Analysis of technological progress and innovation chain chain and the application of two main chain and capital equipment, technology, science and technology, national defense intellectual property talent four bases were analyzed, and found that national defense science and technology synergy innovation evolution mechanism is a nonlinear complex process, and finally put forward establish cooperation mechanism, set up the innovation platform, improve the personnel training system for national defense intellectual property system and countermeasures and Suggestions.
