失地农民教育培训的政策保障系统初探

Research on the Policy System of Land-Lost Peasants' Education and Training

In the process of urbanization, lots of farmers lost subsistence security due to land expropriation, combined with the low level of education and professional skill, and the imperfect of social security system, make their weak position in the labor force market competition. Education and training of land-lost farmers is the effective measures to help them get rid of the weak position, it can not only improve their competition ability directly, but also guide their way to the future development indirectly. From the education policy, financial tax policy, finance and land policy, this paper discusses the land-lost farmers education training policy guarantee system respectively. Through a combination and innovation of these policies, land conflicts and obstacles can be reduced, so as to improve the effect of land-lost farmers training, improve the development of their own ability, improve the quality of life, adapt to urban life and meet the needs of reemployment education, thus ensuring the sustainable livelihood of the farmers.
