| 摘 要： | 我国的高新技术产业在政策体系,社会投资、成果转化和创业意识等方面已经形成了较好的经营环境,但在政策执行、科技创新能力、风险投资、先进技术的消化等方面还存在不足,同时在规模、信息服务、研发能力、国际化和人才等方面都存在着制约因素,为此应继续完善相关政策措施,加大对重大高新技术项目的扶持,加强信息服务建设,加强人才队伍建设,完善风险投资制度,并结合我国的实际情况建立风险投资退出机制。

| Abstract: | High-tech industry is indisputable the must-have commanding height for every great power.It has direct respect to the country's competitiveness and the status in economy and politics.The author analyzes the good operating environment of the high-tech industry and the poor performance,and deals with the negative factors in the industry's development,including the environment,the scale,the risk investment,the innovation system and the talent resource.And the author also puts forward the development countermeasures. |
