| 摘 要： | 政府作为保护“环境和资源”的主导者，其财政政策对加强环境保护、促进经济社会可持续发展无疑具有非常重要的作用。文章根据我国现行有关环境保护的财政收入、支出等各方面政策的设置、实施情况，探讨财政政策的作用机制，揭示财政政策对环境保护的积极效应，分析存在的问题，进而就改革税收制度、建立环境财政体系提出具体建议。
