农田水利基础设施的供给制度选择

农田水利基础设施的供给量及其利用效率制约着农田灌溉规模的增长,影响粮食供给的安全性。从分析农田灌溉规模的变化对粮食产量的影响入手,沿着历史演进的逻辑次序,论证农田水利基础设施供给制度对有效灌溉面积变化的制约,讨论我国农田水利基础设施供给制度逐渐从政府强制型供给向政府主导供给和农民自愿合作供给方向转变。从发展角度,比较分析四种农田水利基础设施的供给制度的绩效及其适用范围。

The Orientation of the Supplying Institution of Irrigation and Water Conservancy Infrastructure

The growth of the irrigated farmland scale depends on the quantity and the efficiency of irrigation and water conservancy infrastructure, and influences the safety of food supply. From the analysis of the influences of the irrigated farmland scale change to food output, it is proved that the supplying institution of irrigation and water conservancy infrastructure restricts the changes of the effective irrigated area. It is pointed out that the supplying institution changes from coercive supplying by government to dominant supplying by government and voluntary cooperative supplying by peasant. From the development angle of view, the performance and the scope of application for four type supplying institution in China are analyzed.
