城市住房系统包括住房建设系统、住房消费系统、物业管理系统、产业政策配套系统.要从根本上解决城市住房问题,就必须搞清城市住房系统的内涵,理顺城市住房系统中各子系统的关系,保证各层次子系统的正常运行.目前我国城市住房系统中的关键问题是住房消费市场不成熟,住房有效需求不足.为此,必须进一步加快城市住房制度改革的步伐,建立面向消费者的房地产金融体制,规范住房价格体系,加强住房消费市场的管理,提高物业管理服务的质量和水平.
