从街居制到社区制:城市基层治理模式的转变——以“北京市鲁谷街道社区管理体制改革”为个案

文章以北京市第一个街道层级的社区——“鲁谷社区”改革为个案，分析传统城市基层管理体制——“街居制”的发展困境及成因，提出以“社区制”为制度载体探索多元合作城市基层治理机制。由“街居制”到“社区制”的转换不是简单的挂牌或翻牌，应在“精简机构，缩减人员”的基础上，重点进行职能转变、整合社会资源，建立高效的行政管理机制、社区民主自治机制、市场配置机制，将政府、市场、第三部门的力量整合起来，共同参与城市基层治理工作。

From Jie-ju System to Community System: Transformation of Local Urban Governance System-Case Study on Beijing Lugu Community Reform

This research is a case study on the reform process of Lugu Community,the first Jiedao-level community in Beijing.With the analysis of the development deadlock of Jieju System,this article argues that multi-cooperation community governance system is the approach to reform local urban governance system in China,which includes efficient administrative staff,self-governance system,and market-based distribution mechanism,to integrate government,market and NGO to cooperate in urban governance.
