论国有企业高管人员管理体制改革

摘    要:我国20多年的国有企业改革,一直在政府过度干预和企业“内部人控制”之间摆动,其根本原因在于对人的关系改革滞后于资产关系改革。本文认为,国企改革最终要解决的是委托代理关系问题,也就是人的关系问题,其关键是解决企业经营管理者的选择问题。在国企经营管理者选择上,一是要理清管理层次;二是要建立产权代理人和经营者的选择机制;三是要把党管干部原则与市场机制有机地结合起来;四是要有合理的激励与监督机制。

Abstract:The reform of state-owned enterprises of the past 20 years is swaying between the government over-intervening and "inside people controlling" ,the main reason is the reform of people's relationship sluggished the capital reform.This paper points out that the destination of state-owned enterprises reform is to resolve the trust-deputy problem,which is to say the problem of people's relationship,the key is to chose the "property deputy" and "senior managers" correctly.First,the administrative level of the "senior managers" should be clear;second,we should esteblish reasonable "property deputy" and "senior managers" chos-ing mechinism;third,we should conformity the "party control cadres" princple and market chosen;the forth is to improve the inspiration and supervision mechinism.
