区域土地可持续利用思考

文章分析了土地可持续利用提出的背景,并在阐述土地可持续利用含义的基础上,结合实际存在的影响土地可持续利用的普遍性问题,提出实现土地可持续利用的原则措施。文章首次指出土地资源的供需平衡是实现土地可持续利用的关键,因时制宜是实现土地可持续利用的重要措施之一,对于土地利用决策有重要的指导意义。

THINKING ON SUSTAINABLE UTILIZATION OF LAND

The paper has reviewed the background of sustainable utilization of land and set forth its meanings: 1)any type of uti-lization should meet its fitness, and shouldn't lead to degradation of its productivity; 2)balance should be kept between the needand the supply of the land;3)the benefit of land utilization should be advanced constantly. Then we analyzed all possible factorsthat may prevent land from sustainable utilization, found that it is mainly because of unbalance between need and supply, al-though other factors be also responsible for it. Based on the analyze before, we put out some principles that may make sustainableutilization of land come true. Among these principles we think that "change for different land" and "change for era's need" isthe most important.The paper emphasize that the balance between supply and need is the key to the realizing of sustainable uti-lization of land and put out that "change for era's need" is a important measure in the first time, all these may be useful in deci-sion-making on land use.
